Engrossed Substitute Senate Bill (ESSB) 6032 (Chapter 299, Laws of 2018) directed the Department of Social and Health Services to develop and implement a predictive modeling tool to identify persons with behavioral health needs who are at high risk of future involvement with the criminal justice system. To meet this directive, this report describes a predictive model developed for Medicaid enrollees and the target outcome of a referral for a competency evaluation.
