The Family Independence Program (FIP) began at five community service offices (CSO) in late 1988. During the first few months of its existence it experienced unanticipated caseload growth. This aroused concern and scrutiny from the legislature. The legislature held FIP operating funds for the second year of the 89-91 biennium's in reserve and indicated that an evaluation of the program would have to be presented during the 1990 session to obtain release of these funds.
