This report is devoted to an examination of the impact of FIP on AFDC caseloads in the context of the AFDC experience of the entire state over the period of the FIP demonstration and the year preceding FIP's introduction. Using the chronology of policy changes and economic and demographic factors, we seek to explain the observed caseload changes of groups of welfare offices that received different policy treatment under FIP.
