Mental health case management programs began operation in five counties (Clark, King, Pierce, Snohomish and Spokane) in early 1980 to respond to the diverse needs of severely mentally disturbed clients residing in the community. Case managers monitor severely disturbed clients, help them gain access to services, and coordinate activities of various providers and service agencies.
