Substance Abuse Treatment and Birth Outcomes for Pregnant and Postpartum Women in Washington State

In 1989, Washington State enacted the Omnibus Drug Act, giving substance abusing pregnant and postpartum women priority for receiving treatment services and expanding their eligibility requirements for substance abuse treatment services to 185% of the Federal Poverty Level (FPL). Analyses were based on data from three major databases maintained by the state of Washington: First Steps Database, Treatment and Report Generation Tool (TARGET), and Case and Management Information System (CAMIS) containing information on placement and referrals for child abuse and neglect to the DSHS Division of Children and Family Services.
