ALTSA: ALF #2013-015
CR-101 FILED TO PROPOSE ADDING & AMENDING SECTIONS TO CHAPTER 388-78A WAC
Dear Assisted Living Facility Administrator:
The department is considering adding and amending sections to Chapter 388-78A of the Washington Administrative Code (WAC). The enclosed CR-101 document was recently filed with the Office of the Code Reviser.
The CR-101 document can also be found on the Aging and Long Term Services Administration (ALTSA) internet website at: http://www.altsa.dshs.wa.gov/professional/bh.htm under "ALF Rule Filings".
The department's purpose in filing the CR-101 is to add and amend sections to Chapter 388-78A WAC to comply and be consistent with new laws passed by the 2013 Legislature:
- Substitute Senate Bill 5077--Gender-Neutral Terms - which changes gender-specific terms to gender-neutral terms, and makes a variety of other technical corrections;
- Substitute House Bill 1629 Home Care Aides--Credentialing and Continuing Education – which extends the timeframes and establishes a provisional certification for long-term care workers home care aide certification, and exempts registered nurses and licensed practical nurses from continuing education requirements applicable to long-term care workers;
- Senate Bill 5510 Vulnerable Adults--Abuse – which modifies the definition of "neglect".
Please check the ALTSA website often as we will be posting draft language for review and comment before filing the CR-102. For rule making questions, please contact Jeanette K. Childress, Assisted Living Facilities Policy Program Manager at (360) 725-2591.
Sincerely,
E. Irene Owens, Interim Director
