A survey was conducted during the spring and summer of 1984 for the Department of Social and Health Services' (DSHS) Division of Children and Family Services (DCFS). Its purpose was to provide information about variations in the service delivery practices of Child Protective Services (CPS). Eight counties, which included 11 Community Services Offices (CSOs), were targeted for an in-depth survey of CPS personnel and client case records. Questionnaires covering the topics of: intake, case management, service provision, training and education, workload, turnover, and time allocation were collected from 11 CPS supervisors and 149 caseworkers. In addition, 490 case records of recently closed CPS cases were reviewed for information on: reason for referral, family characteristics, referral source, and perpetrator of maltreatment, number of caseworker contacts, duration of service, services provided, legal action initiated, and number of referrals.
