The First Steps Database includes the diagnoses listed by physicians and other providers for all pregnant women and newborn children with Medicaid claims. Medicaid women were defined as substance abusers if either the mother or her newborn child was diagnosed with an ICD code specific to substance abuse. Non-Medicaid mothers who abuse drugs are not identified in the database. Other studies have shown that higher income women abuse substances at rates which are similar to those for low income women.
