First Steps Database: Substance Abuse in Pregnancy

In 1989, Washington State enacted two major statutes related to the care of pregnant substance abusers: the Maternity Care Access Act, known as First Steps, and the Drug Omnibus Act, which made pregnant women a priority for treatment of chemical dependency and enhanced the continuum of treatment services for chemically dependent pregnant women. Although the percentage of First Steps clients who are chemically dependent is small, the special needs of these women and their risk of poor birth outcomes without intervention are significant. This brief report describes female clients of the Division of Alcohol and Substance Abuse (DASA) and compares the use of DASA-funded services for two groups of low-income women.
