Second Process Analysis Report from the Evaluation

This report, the second process analysis report from The Urban Institute's evaluation of the Washington State Family Independence Program (FIP), focuses primarily on the types of services provided to clients and updates general descriptive information about the ten research sites included in the evaluation. FIP is a state-initiated welfare reform program, begun in July 1988, designed to reform welfare in order to increase the self-sufficiency of welfare families. Five of the research sites implemented FIP. The other five, matched on important characteristics, continued with Washington State's regular Aid to Families with Dependent Children (AFDC) Program and Work Incentive (WIN) Program (called the Washington Employment Opportunity Program). Fip was designed as an alternative to both AFDC and WIN. Its goal was to increase the self-sufficiency of welfare families.
