This paper summarizes the targeting policies for ten long-term care programs administered through the Washington State Department of Social and Health Services (DSHS). These policies define the appropriate client populations to be served according to program goals in federal and state regulations and administrative code. For each program reviewed, appropriate excerpts from these regulations are included. The paper is intended to assist in interpreting and revising targeting guidelines for use by field staff in making service decisions.
