The 2011 State Legislature funded a predesign project in ESHB 1497 to identify future reuse options for the Frances Haddon Morgan Center (FHMC) in Bremerton, WA to support housing or other services for low income, disabled or other vulnerable persons. This report was prepared in response to that directive.
