An evaluation was conducted of the provision of day care subsidies for purposes of job training (DCT) to recipients of Aid to Families with Dependent Children (AFDC). Subjects were mothers of young children who were not participating in the Work Incentive Program (WIN). The study addressed a key policy question: Should the Department of Social and Health Services continue to fund the DCT program? Pursuant to this issue, the following major questions were examined: 1. Is DCT participation associated with positive employment outcomes? 2. Is DCT participation associated with economic benefits to families? 3. Is DCT participation associated with an increased rate of AFDC terminations? 4. Are there differences in state costs (AFDC grants and day care payments) for DCT participants versus non-participants?
