Income assistance programs in the state of Washington are administered by the DSHS Division of Income Assistance (DIA) "to provide basic life necessities (food, clothing, shelter, and necessary incidentals) to eligible people throughout the state." In 1991, an estimated monthly average of 389,482 persons, or 7.79 percent of the state's residents, received $46.9 million in income assistance cash benefits.
