This study attempted to develop items and scales suitable for assessing quality of care in nursing home environments. Data were collected by registered nurses at three points in time at ten week intervals. The orientation of the study was to pattern visits to nursing homes in a fashion similar to typical monitoring by state licensing and regulation teams.
