Overview
PASRR is a federally mandated program. Developmental Disabilities Community Services administers PASRR for people with intellectual disabilities or related conditions. The Health Care Authorities Behavioral Health and Habilitation Administration administers PASRR for people with serious mental illness.
Every person referred for care in a Medicaid licensed NF is required to have a PASRR Level 1 screening. The screening is performed by a professional making the referral. This is usually a doctor, registered nurse practitioner or hospital social worker. The screening looks for indicators that a person may have an intellectual disability or related condition, or a serious mental illness.
If indicators are found for ID/RC, the person will be referred to Developmental Disabilities Community Services for a PASRR Level 2 evaluation.
If there are indicators of both ID/RC and SMI, then referrals must be sent to both DDCS regional contact and BHHA PASRR evaluator.
Federal regulations (42 CFR §483.100 – 138) require that all people applying for or residing in a Medicaid-certified nursing facility be screened to determine whether they:
- Have serious mental illness or an intellectual disability or related condition.
- Require the level of services provided by a nursing facility.
- Require specialized services beyond what the nursing facility may provide.
Hospital and Nursing Facilities Trainings
- The DDCS PASRR Regional Coordinators provide a monthly ID/RC PASRR Level 1 training for hospital and nursing facility staff. Please reach out to regional staff and request an invitation to the training.
