During the 1981 session the Washington State Legislature, through ESSB 3636, mandated that the Department of Social and Health Services (DSHS) in conjunction with the Office of the Superintendent of Public Instruction (OSPI) study the services provided by the Washington State School for the Deaf (WSSD) and School for the Blind (WSSB). The study was directed to examine the role these schools play in the provision of education to sensory-impaired pupils in the state and to assess the advantages and disadvantages of continuing the operation of the schools, changing their operation or closing the schools and serving students in public school special programs.
