In April 1982 the Department of Social and Health Services began operating an experimental program to help applicants for Aid to Families with Dependent Children (AFDC) find jobs. In March 1983 the Division of Income Assistance continued the Applicant Project (AP) and implemented the Employment Search Project (ESP) in areas of the state where AP was not operating. The main difference between the programs is the delay of the grant for one month for those applicants in AP areas. These two programs provide counseling, job search, day care and transportation services to applicants. Previously, these services were available only after public assistance had started. The major objective of each program is to help applicants obtain unsubsidized employment so they will no longer have to depend on AFDC for support. This working paper describes the services which the Applicant Project and Employment Search Project provide and describes the results of these services.
