In July 1982 the Department of Social and Health Services initiated the Community Work Experience Program (CWEP) as a pilot project. During the succeeding federal fiscal year (October 1982 through September 1983) the project was funded by the Department of Health and Human Services' Social Security Administration as a research and demonstration project. This project was designed to evaluate CWEP and the Employment and Training (E&T) program to determine the extent to which each program stimulated AFDC recipients to find employment in the unsubsidized job market, thereby reducing their dependency on public assistance.
