The Department of Social and Health Services reestablished the Aid to Families with Dependent Children-Employable (AFDC-E) program in August 1983. The program provides cash and medical assistance to two-parent households in which the principal wage earner is unemployed. The program was restored by the Washington State Legislature in 1983, after being abolished in 1981 as an economy measure. This research report describes the first phase of the program's reactivation (August - November 1983) and documents the needs and characteristics of new recipients. Data available for this report cover only the first 8-14 weeks of program operation.
