Income assistance programs in the state of Washington are administered by the DSHS Division of Income Assistance (DIA) "to provide basic life necessities (food, clothing, shelter, and necessary incidentals) to eligible people throughout the state." In 1990 an estimated monthly average of 321,241 persons or 6.70 percent of the state's residents received cash benefits, averaging $40.1 million monthly.
