This report focuses on the first two six-month follow-up periods for members of the analysis sample -- adults receiving welfare benefits between July and December 1989. Estimates are obtained separately for adults in one-parent cases, adult males in two-parent cases, and adult females in two-parent cases. Since FIP emphasizes education and training activities, the impact estimates that are obtained for this initial follow-up period are short term. For most participants in education and training activities, the process of assessing needs, identifying education and training opportunities, completing a particular course of activity, and finding employment can be quite long. Given the possibility that positive program effects might not be observed until after completion of participation in education and training services, it will be important to consider the pattern of FIP impacts over a longer time horizon than the one year follow-up examined in this report.
