The Public Health Unit of Service Project was undertaken to determine if distribution of federal public health block and categorical grant monies can be linked to service delivery. The specific purpose of Phase One was to determine if there are logical and practical approaches to definition of units of service and units of cost that could be applied to Washington State. The project was designed with feasibility, developmental and testing phases. This report constitutes the information, findings and recommendations of the project's feasibility phase.
