The First Steps Database has been developed to serve as a program monitoring tool for agencies involved in the implementation of the first Steps programs and as a research tool for use by the University of Washington in the evaluation of First Steps. The Database links measures of pregnancy outcomes to descriptions of maternity care services (from Medicaid payment records for Medicaid clients in Washington State) and background information on the mother's health and socio-demographic status (from birth and death certificates for all Washington residents).
