These reports were developed to provide state and local substance abuse prevention planners with data relevant to assessing the need for prevention programs. The reports also document this first effort in Washington to bring such a variety of data related to substance use together into a single integrated statewide database. Specifically, for each county, the reports provide: 1) a presentation of the risk and protective factor framework for substance abuse prevention, 2) a discussion of some newer promising approaches to substance abuse prevention, 3) graphic and numeric display of county data from 1990 through 1995 on risk and protective factors for alcohol and other drug abuse, 4) comparisons of county figures to state figures and to figures of other similar counties, and 5) guidelines for interpreting and using county data for prevention planning hard
