The purpose of the study, Modified Survey Evaluation Process (MSP) for Nursing Home Certification, is to evaluate the efficacy of the MSP in relation to the federal Traditional Survey Process (TSP). Specifically the two procedures are to be examined in relation to: (a) the completeness of information obtained concerning conditions, standards, and elements of operation; (b) certification recommendations, (c) types of problems detected; (d) the severity of problems detected; and (e) the time and costs involved. This response to the Request for a Proposal to accomplish this study is divided into three major sections, Management Plan, Approaches to Analytical Problems, and Budget Plan.
