Strategic Goal #1:  Innovative Enterprise Architecture (EA). 

Mature an effective One DSHS Enterprise Architecture program enabling innovation driven by business needs and leveraging common solutions and standardization where possible.   

The Action Plan: 

  • Division of Information Technology (DIT) will develop and continually improve an expert level, agile Enterprise Architecture (EA) program that is responsive to business needs, based on four platforms of EA: Business Architecture, Data Architecture, Technology Architecture, and Applications Architecture.  
  • Develop, continually improve, and communicate business outcome-driven processes and guidance.  
  • Establish, maintain, and mature architecture governance enabling effective IT processes and standards while mitigating risks and ensuring the human-centered design standards are followed.  
  • Using Enterprise Architecture (EA) principles and frameworks, define and produce integration strategy and maintain technology services.   

Success Measure: 

  • 1.1: Deliver agency Enterprise Architecture framework aligning business, cloud, AI, innovation, security and governance by June 30, 2026.  
  • 1.2: Integrate use of EA principles prior to project initiation or procuring a solution with the desired outcome of enterprise compatibility by December 31, 2026.  
  • 1.3: In collaboration with business, develop a consistent process to evaluate human-centered design elements prior to project initiation or procuring a solution by December 31, 2026.  
  • 1.4: Identify and prioritize enterprise-wide process improvements and areas of innovation to create efficiencies while supporting business needs through modernized processes and solutions by December 31, 2026.  

Strategic Goal #2:  Customer-centric Services. 

Develop IT efficiency and delivery of approachable, customer-focused services and solutions.  

The Action Plan: 

  • Empower a One DSHS, enterprise-lens, human centered design IT culture based on best practices and equitable access.  
  • Implement IT efficiency optimization in alignment with Health and Human Services (HHS) coalition objectives and key DSHS projects.  
  • Mature enterprise IT efficiency utilization and implementation of enterprise solutions and services.  
  • Implement solutions that align with business needs, to support user friendly services.  

Success Measure: 

  • 2.1: Develop a plan for updating the IE&E Roadmap for review by Health and Human Services (HHS) Coalition partners by December 31, 2025, and complete the updates by December 31, 2026.  
  • 2.2: Implement an enterprise approach to meet technology needs across the agency through the development of a robust IT intake process, governance, cybersecurity risk management, portfolio management, and customer engagement by December 31, 2026. Mature and refine that approach through December 31, 2027.  
  • 2.3: Create a central location for an accessible training material library of available enterprise technology solutions including self-service knowledge base for all DSHS staff by December 31, 2026.  
  • 2.4: Increase DSHS business partner and employee satisfaction by incorporating data from the employee engagement survey and IT and business consultations to inform enterprise-wide initiatives and drive increased efficiency and IT service delivery by December 31, 2026.  

Strategic Goal #3:  IT Security and Risk Management.

Mature a unified and robust IT Security program.  

The Action Plan: 

  • Mature DSHS cybersecurity program to remain aligned with technology, state, federal, and other regulatory compliance requirements.  
  • Mature an enterprise-wide Division of Information Technology and DSHS IT Emergency and Disaster Recovery Program to manage emergent incidents and maintain critical systems.  

Success Measure: 

  • 3.1: Annual IT Security training completed by 100% of DSHS staff each year and demonstrated adherence through fewer technology incidents year over year.  
  • 3.2: The Division of Information Technology's (DIT) approval of all administrations' disaster recovery plans by identifying necessary improvements, the creation of a plan for prioritizing the work, and an agreement on resource allocation for information technology-based and mission- critical assets implemented by August 31, 2027, improving IT resilience and management of emergent incidents.  
  • 3.3: The Division of Information Technology (DIT) will begin an annual review of our emergency and disaster recovery plans and processes starting in 2026, with each review to be completed by the end of October every year.
